No. Frostwielder's ability only exiles creatures if they took damage from Frostwielder on the same turn that they died.
Two things to take note of with Frostwielder's ability: Firstly, it's a triggered ability, meaning it can be countered and that Frostwielder has to be on the battlefield in order for it to trigger (also mentioned in the rules section under the Details page of this card). If there are more than one Frostwielder on the battlefield and each of them dealt damage to a dying creature, each ability triggers, trying to exile the creature (and they must all be countered in order to prevent the exiling from happening).
Secondly, Frostwielder's ability is a replacement effect, meaning creatures it exiles never goes to the graveyard and therefore do not trigger abilities that trigger upon a creature "dying".

Just thought I'd jump in and correct this bit of misinformation. Frostwielder's second ability is a replacement effect, but it is not a triggered ability. It is a static ability that replaces the event of a creature dying, if that creature would die while having been dealt damage by it. It does not use the stack. It cannot be countered. Triggered abilities only use the terms, "When, Whenever, or At."

By herself she's weak and unlikely to get much done, but if you combine her pinging with burn, kill spells, or combat damage she becomes much more helpful in the long run.

Playable in red EDH? a bit of graveyard hate for red. It never did much soulshift hating in standard because soulshift did that well enough by itself.

As for the reason it is red, extreme cold and ice are in red's domain when the setting doesn't have lots of fire. Mostly seen in ice age and kamigawa. Glacial Ray and Yuki-Onna for instance
