this guy can pretty much disable an opponent, i mean if you just wait until they're turn, just after their untap step, you just simply play his effect with a ton of mana and WHAM, your opponent is helpless the next turn and unable to do much damage on that turn

This thing kills artifact decks. Totally debilitating. In an arty deck, you can expect to get good use out of him to untap stuff. He's also one of the few cards that can make Howling Mine a one-sided gain for you.
