I think Wizard was a bit overcautious when trying to print a fixed version of Voltaic Key here. for untapping wouldn't have been a problem i guess.
What are you going to do with that increased cost for flash anyways? Keeping open to surprise your opponent by untapping an artifact? Hooray...

I love how the flavor text even points out the card is pointless. You may have problems, but and artifact this clunky fixes none of them.

tapping five artifact lands during your opponents end step, to flash this into play, so you can untap 1 artifact land, is such an efficeint use of mana..... not
a bit too pricey, especially since they printed better cards in Mirrodin block....
this was in darksteel, a 2/2 creature for 4, has 2:untap target artifact creature. Limited to just creatures, however I would consider it superior as once out, you can do it multiple times in a turn, for less mana. also it turns into 2:Pseudo Vigilance, even on itself, so not too shabby
anyways this card is way too expensive to have any playability at all

Wizards tries to fix Voltaic Key and winds up going with "Jandor's Saddlebags with Flash for artifacts". Apparently R&D forgot why they took the saddlebags out of print for good after 7th edition: it was crap.
I'll admit that R&D tried to make it a little better by giving it Flash so you can at least cast it at the end of your opponent's turn, but it's still fairly bad. At least it's a common and not a rare like the Saddlebags, but it's not a very good one.
What I would have liked to see? An artifact version of Puppet Strings. That would have been worth an uncommon slot though, or maybe even a rare.

Flash doesn't have to be used for surprise, you can keep two mana open for responses and then drop this in their end step if you didn't need any.
Still not very useful, though. The three mana to untap an artifact really sinks it.
