It's weird that this isn't a more black effect. What was Wizards thinking when they printed this cycle? See Tower of Calamities. This is still blue, but Blue already has Tower of Fortunes. Where's the black one? Weird.

I don't understand the standard of 1mana=1card milled. For damage, say... Fireball and the ilk, 1mana=1damage, but I player starts w/ 20 life and 60+ cards.

I would like to start seeing a 1:2 or even 1:3 mana to mill ratios.

@ParadOxymoron: Originally, it was not a cycle, just four towers with big effects. Then players thought it was an incomplete cycle, so wizards decided to print a fifth card. Besides, black likes to team up with blue to draw and mill, so maybe the two blue towers are ALSO black?

I think it's because, in general, there isn't really a 'prevent milling' sort of effect as there is with 'prevent damage' and there also isn't really a milling equivalent of lifegain (other than the mill-killing shuffle your graveyard into your library effects or reanimation decks which would both decimate a mill deck anyway). Also you usually don't start a game with 60 cards in your deck. After your draw, you start with 53/52, usually losing at least one more per turn. Many decks will also aid milling by drawing extra cards.

However, by the time you get this running, let's say turn 8, your opponent will be at roughly 45/44 cards in their library, if they didn't draw any extra cards and you didn't use any other milling cards, giving them 5 more turns before they die (8 milled plus 1 drawn). Which is, admittedly, not great. If it were 8 mana for 16 mill or 24 mill then it would be reduced to a 3 or 2 turn death sentence. Which is all right.

I agree still that mill is pretty overpriced, but I think that for repeatable mill 1:3 is a bit high; 1:2 or 1:1.5 is better, and, for repeatable mill, cheaper, weaker, earlier mill is mostly preferable than this weird sort of highly expensive 'finisher' type mill.
