3 extra mana for 1 damage. Bah humbug, just stick to lightning bolt. Hell, Lightning Bolt and Lava Dart if you just have to have 4 damage. Still cheaper, with that emergency flashback of the lava dart.

I wouldn't say its complete crap... people play both Lightning Javelin and Char and this is only marginally worse than either...

Using 2 cards to deal 4 to any one creature or to a player is a waste of cards. Lightning Javelin and Char are both better than this, however. And of course Bolt is always the best, but remember: this was pre-power creep. Before M10 decided Bolt is fair after all.
As always, Lightning Bolt is the obvious comparison. To me, the way I will judge burn spells overall is by "Blaze Effects": 1 mana, 1 damage, sorcery speed. Thus, I certainly agree with the overall rating at this point, somewhere between 2.5 and 3. Solid common removal, even in a Lightning Bolt world.

This really should be compared to Flame Javelin or Char instead. Also Flame Javelin only costs 3 if you have available, this costs roughly the same as a Flame Javelin in a 2+ colored deck.

Don't compare this to Lightning Bolt, bolt is by far the best burn spell ever made if you're comparing mana to damage. However, this card is a LOT more valuable than most people think. It's Galvanic Blast but instead of having to have spent mana to bring out artifacts, it just costs more. You don't have to build a deck around it. And it does 4 damage, enough to kill a lot of the creatures you're going to be afraid of. Combine it with a lightning bolt and you spend 5 mana to get rid of a 7 toughness fatty. Sure, you can get rid of a 6 toughness fatty by using 2 bolts, but then you've only got 2 bolts possible left in your deck. It saves you from having to waste your better spells. 3.5/5, it's playable, but not a Legacy card.
Im all for defending underdog cards and explaining why non-lightning bolt cards are still good, but you did the right thing for the wrong reasons. comparing this metalcrafting galvanic, you are paying a similar amount of mana without getting the extra benefit from Ornithopters, Memnites, Moxen, Lotus Petals, Sol Rings, ok some of those the average player might not have but my point is that Galvanic Blast requiring artifacts is NOT a draw back and with the right artifacts you make a deck that can race a mono red deck without artifacts.
further, when you talk about 'saving your good spells', you should build your deck so that all 60 of the cards in it are good. 4x Lightning Bolt, 4x Searing Blaze, 4x Slagstorm...first of all that makes your draws more consistent (high number of high quality cards) second, using the best quality spells you can means that each individual spell is costs less anxiety to play. it sounds like in your deck I would always be afraid to play Lightning Bolt because I wouldn't know when I was ever going to draw a good for the rest of the game, whereas my kind of list lets me play all 4 of my Bolts as Terminates instead of Axes and not worry about running out of steam because I know I'll have more goodies in the rest of my draw.
The REAL reason to play Lightning Blast, or Char, or Flame Javelin, is because no matter how mana efficient you think you're being, spending 2 cards to do something 1 can is just bad. I would never tack a Lava Dart on to a Lightning Bolt. I need BOTH of them if they're both in my deck, so I can have enough cards to ping enemy attackers and burn your life. If I start letting you 2-for-1 me just by playing 4-toughness creatures, or worse 2-toughness creatures that Tribal up to 5-or-more, then I will not have enough cards to kill you AND prevent you from killing me first, whereas you will have an unopposable army of permanents. that's not a good place to be. One way to build a red deck is to first guess 'how many creatures in the average deck Im likely to face?', then put in an equal number of red spells, looking to trade 1-for-1. Now add in enough cards to do 20 damage to the face. use as many 'creatures or players' and '2-for-1' cards as possible. So take your Chars and your Lightning Blasts along with your Bolts, and MAKE EVERY SPELL COUNT!

@ DarthParallax: I like the way you think...!
A 4-damages spell is way more powerful than a 3-damages one, because you don't have to spend more than 1 card to deal with bigger thread! However, DarthParallax, may I suggest you to include some Pyroclasm or equivalent spell, to burn 2 or 3 creatures at once, so you can save more spells to deal direct damages to the opponent? I think that this way it's a better deck. Then fill it with Char, Flame Javelin, Fireblast and other quality spell, as you like...
This card for me is perfect, because is balanced and simple, one of the card that could set the standard of the burn spells, something like a vanilla creature... Not every card have to be complex, and the simple version of some effect is always welcomed!

Also Flame Javelin only costs 3 if you have
