No, that would be completely ridiculous. As it is, this card isn't very good. Force of Will requires discarding it and another card, and it's still the most essential counterspell ever. This you have to have 4 mana out to play, meaning that your opponent knows you could counter, and that it can't be played as early. The only advantage of this is the ability to play another instant after it, which isn't completely worth it for twice the cost of counterspell.

And that you can untap lands that make multiple mana... like Tolarian Academy, which was in the very same set originally. What were they thinking? And you're not necessarily just playing instants after it... you could be using it to counter something your opponent does on your turn.

I understand this is a free counterspell, kinda. I wouldn't see this coming if you had available after your turn is over...NOT. Usable more on your (the owner of Rewind) turn than as a traditional counterspell...versus combat tricks or something. Of course, it does not mention which lands you must untap...so this could change a whole lot of things with Inkmoth Nexus or Maze of Ith, etc.
