"Counter target instant spell or spell with flash."

so because dispel costs 1 less this card is crap, while dispel is amazing? Having a strictly better card doesn't completely negate the previous card.

@alblast: No, this card is crap because for this cost you could run Negate, which counters instants, and also sorceries, artifacts, enchantments, and planeswalkers.
