It's technically cheaper than Fireball, but fireball can cost anywhere from 1-infinity (depending on your deck size :P)

But I'd have to say, and i hope most of you agree:

This is strictly better than Lava Axe.

Quite nice. Kills up to three creatures with a single card. Useful in keeping tempo in red later game, I would say this is actually a good sideboard red card against weenie decks. Possibly overshadowed by mass damage spells though at some point (Simoon types).

Still solid.

A Pyrotechnics that can only target creatures and cannot choose to deal 1 damage to four different creatures. It's a weird restriction... about as weird as "counter target spell whose converted mana cost is not 1."
