It's a 3/1 stapled to a Stone Rain, not bad. If the effect were comes into play, though... Lets just say there'd be some shenanigans with things like Silver Drake and Unsummon. Of course as it is you can pull shenanigans with Gravedigger and such.

Silver Drake returns white or blue creatures to your hand. This creature is red. From that cycle you'd want Lava Zombie, Sparkcaster, Shivan Wurm or Razing Snidd.
