4/3 flying, not very flavourful. Where is the arrogance? Where is the special ability related to sucking blood vampire almost always have? Don't like it.

Yeah, why doesn't this vampire have some other ability? Almost every vampire has some cool and special ability on the side. It makes them distinctive and exciting, and this card, compared to its brethren, is not very exciting at all. A great disappointment, as a name like "Arrogant Vampire" could have been used on something very cool and unique.

When you enter your battle phase with this guy, you have to say, "enough talk. Have at you!"

so bad that he's almost arrogant

That's exactly why he's arrogant -- he knows exactly nothing and tries to look badass.

I wouldn't be arrogant if I were a strictly worse Air Elemental.

He's not strictly worse than Air Elemental. That's in Blue.

Worst arrogant card ever.

Mirko Vosk, Mind Drinker once challenged another dimir vampire to a battle in the Arena. Mirko Vosk lost that fight, from that day on the other vampire was a very arrogant Vampire because he defeated the guild champion.

4 power with evasion for 5 mana is actually quite nice

The artist was clearly inspired by Christopher Lee.
