It has it's uses, like if someone shocks your Veteran Swordsmith. Your opponent wastes a burn spell, your creature is saved, and you get to draw a card for one white mana. Most of the time, though, this just sits in your hand waiting for that opportunity.

The cantrip makes this alright. Not good, but alright.
As Healing Salve was widely regarded as the weakest (or smallest) and this is a similar, but an even weaker (again, smaller) effect, it could be a reference to that card.

I hadn't considered that this improved with sixth edition rules. When damage prevention was reworded to prevent the next 1 point of damage, it allowed you to cast this at any time, which basically means that it now has cycle {W} (sort of).
Before then, something would actually have to be damaged before you could play this card; in the damage-prevention-and-redirection-step.
