Ha ha, I can't imagine anyone cycling this, but at least that's an option. This is basically a trade-off with Wrath of God. you can pay more to kill artifacts and enchantments, or stay at and kill the most important thing, creatures. If I had to pick, it'd be wrath, but this isn't bad either.

I like this better than wrath in multiplayer formats - making one card do more than one thing is really, really cool. Not having an answer for an entire permanent type because you wanted to shave off two mana? Great way to come second place.

Amazing card because it kills everything except Planeswalkers. That makes it a better choice than Planar Cleansing if you're running a Planeswalker deck. Cycling is icing on the cake.

Basically a must have in each commander/edh deck. @ Wereat: You cycle it in the early game, when you are in need of lands. Or you cycle it late game, when your board position is superior to that of your opponents and you want to draw more threats. Or you cycle it in response to someone mindslavering you, or whatever. I give it 5/5, simply because it's useful, versatile and balaced.
