Not the best artifact ever of course, but pretty decent for its mana cost and rarity.

Combines well with decks that focus on mass destruction and need to scry through the library to prevent redundant draws.

Also makes a nice 2/2 indestructible creature when combined with March of the Machines.

I threw one in a Jokulhaups deck on a whim, and drew it in each of the next three games. I was ALWAYS happy to see it.
I kept a hand with this and just two land, but I didn't miss a land drop.
Then I would use it to recover quickly after I washed the world away.

The ability to use it at the end of your opponent's turn AND during your next upkeep is crazy.

It is a solid card for a deck that needs to hunt without having blue. This is a bit of card quantity disadvantage, but it makes up for it in spades with card quality advantage.

It's not quite Scry:
-It doesn't allow you to reorder the cards (bottom or top)
-It doesn't allow you to put any number of those cards back on the top of your library

If an effect ever exists that says something like "If an ability you control would look at one card, instead replace all instances of one with three" then this would allow you to look at the top three of your library, and either put them back on the bottom (in the same order) or back on the top (in the same order.)

Still, it'd be a functional upgrade that would simplify things and the text I invented above doesn't exist, and likely won't exist anytime soon.
