The biggest difference I see between frost breath and this card, is that here it says next untap stepS instead of next untap step. Does this mean that the creatures can only be untapped by special cards like breaching hippocamp?

This thing is nuts in Theros limited. Most of the time you will completely neutralize two creatures, probably the two best creatures, for two turns, and because they're not dead the bestows don't fall off of them. That's plenty of time to win the game. Plus, as gravy, you get to Scry 1. It's hard for your opponent to play around it.

Reading this makes me think that Labyrinth Minotaur would be an awesome reprint for Theros block.

It seems a lot of people didn't read this card correctly. It's a largely better Frost Breath because of the s on the word "steps" as ukkie said.
For {1} more, you freeze indefinitely two creatures and get to Scry 1, really good card.

People saying you get to freeze indefinitely with this card are incorrect. The card says "during their controllers' next untap steps." The word "step" is pluralised because "controller" is plural possessive, thereby covering the possible scenario where the caster taps one creature each for two different opponents. If Wizards meant for this card to indefinitely tap target creatures, they would have simply omitted the word "next".
