A tad expensive, but it's a sturdy blocker and you can activate its ability after doing so, since its ability is only restricted for combat and not to sorcery speed. (Would have been frustratingly good without that restriction.)
But a repeated creature exchange each turn can be quite powerful, and also get somewhat political in Commander, where this card shines the most. Too bad it can't target legendary creatures, but that's not surprising since Wizards likely didn't want this guy to snatch commanders.
He's also another decent card on top of your library for Skill Borrower.

I like that you can just mess with people. Swap one opponent's Master of Waves for another's Demonic Hordes, sit back, and enjoy the show.

...To be fair, being able to remove one attacker from combat every turn would be terribly broken. But I'm positive that Wizards could have gone around that extremely easily.

The fact that you can use this to pit two opponents against one another by making them swap creatures makes this a lot of fun.

@Arachibutyrophobia: Pretty sure that's why they added the non-legendary clause-so that people can keep their Commanders for when this guy makes a soft lock with any token-producing effects like Awakening Zone or Bitterblossom.

I happen to enjoy this quite a bit with a Phenax, God of Deception commander control deck I am working on. A big butt for milling and defending, and his ability is good for some tricks for a Phenax focused deck. Give someone one of your walls, or used ETB creatures likeArchaeomancer, or even a demon/other crazy creature that requires a payment they can't make, for one of their scary creatures. If you are running a devotion theme use Master of Waves and hand them a now 1/0 elemental. Feeling political, or chaotic? Swap opponents creatures around.
And to top it off, flavor! It is only fitting for the God of Deception to control a Djinn of Deceit!
