I would rather use Blood Tithe instead of this. It is 3 mana cheaper and targets all opponents, except that it is 3 life lost. The main way I see this card being used is for the basic landcycling.

The point of this card is the versatility. Early game you basic landcycle it to grab a Plains if you don't have one, or ensure you can cast Vampire Nighthawk or Spectral Procession asap. You're not playing green, so 2 mana to fetch whatever land you want isn't too bad. A manafixing artifact or investing in better lands would be better options than running this, but still. Also, late game this buys you some time / knocks their life total down so that you can kill them with fliers even if their creatures are overall a bit better.

It's still a pretty bad card, but it's not terrible.
