Sure 5cmc is high but if this card resolves you have the potential for ridiculous card-advantage.

A dedicated mill deck would probably be about to win by the time it reaches 5 mana, and would rather just play something that milled more cards. In general, all of the cheaper ways to get cards in your opponents graveyard are mostly better than this for whatever you'd use it for. BUT - it's pretty awesome, and I wouldn't mind getting it in a pack.

Uuuugh, for 5 mana I'd rather cast Consuming Aberration in a mill deck. It only seems to break even for the cost if you hit, say, 2 creatures... which, considering an average deck build, would happen perhaps half the time at best. Pass.

If you want to draw cards, just play Tidings. This is very mediocre for a mill card and will never draw you more than four cards, will sometimes even draw you 0 cards.

Expensive and weak, sorcery speed and unpredictable, you may end up mill for 4 and no card for five mana, especially against a control deck that uses low creature count.

Use it on yourself for a self mill deck. Splinterfright and skaab runiator would like some draw power, too bad it wasn't made in innistrad, then it would have had a chance at flackback.

Eh, I give it 3 cards on the potential for it to be an 8-card difference. No, it's not CONSISTENCE or RELIABLE, but in the best-case scenario it might be some of the most efficient Card Advantage outside of Glimpse the Unthinkable, which is so efficient it made Mill Aggro viable overnight. :)

If it costed three mana and milled twice as many, it'd be a good sideboard card against heavy creature matchups. Conditional draw four or five for three would be pretty amazing and yet still balanced because it's unreliable and luck-based.
Against manaless Legacy dredge, this is pretty much always draw 3-4 for five mana
...Except against Legacy dredge, by turn 5-6 when you cast this, you're either dead or about to win
I suppose you could use it on yourself in a deck that runs very few non-creatures, but that means you can't run many lands, so it will be hard to get enough mana to cast it
