Any discard spell's goal is the same: discard how many, and how efficiently done. Gerrad's Verdict is better for many reasons, but the biggest one is that it's half the cost of PoP.
One CMC over Mind Rot is a big deal as most decks will have less cards in hand as the game gets longer. The 2 life is sometimes relevant, but not worth an extra mana.

I don't think there is any place for Gerrard's Verdict in standard. If you think otherwise you're kidding yourself. This is maybe okay for a common at best. I can't help but feel like it should have been blue too...

this card could have been the orzhov blightning. the good thing about blightning is that even if your opponent has no cards, still does something. if only you gained 4 or 5 life instead...

At and gaining 3 life, this card would have made a nice Orzhov counterpart to Blightning. As is, it just sucks.
