This card is dissatisfying on every level from the name all the way down to the flavor text. Could have been really great at the same cost as Negate or Muddle the Mixture.

This is one of the cards that just could've had a bit more to it. One less mana would've been fair, wouldn't it? I mean, Negate costs less, so one more mana to draw a card could've been fine.

The basic design is obvious: +Cantrip = +{2} Negate = {1}{U}
The complexity and inelegance of the flavor text merely conveys the character of the Izzet -- completely focused on the project, and neglecting normal-people-things like eloquent speech. Negavolt is the only nonsense word here: In this context: * "to fluctuate" means, "to cause to vary irregularly" * "triharmonic" is comprehensible extension of "biharmonic" and would mean "having a function that satisfies the triharmonic equation," which would be \nabla^{6}f=0 (although I have no idea why you would care) * "pentodes" are devices with five active electrodes, typically a certain category of vacuum tubes, which might be what he's carrying * "negavolt" is AFAIK a nonsense word, probably having something to do with some sort of magic, but it might just mean "negatively charged" * a "radical" is "A group of atoms, joined by covalent bonds, that take part in reactions as a single unit."
I think the most likely interpretation of the sentence is, "your emissary probably can't mess with my gadgets, but if it can, I'll fire my ion cannon at it."
