Strictly worse than Exclude, less splashable and costs more mana with same effect
Can't we just reprint Exclude instead?

Commander review: as said by others, it's strictly worse than exclude. The good counterspells in Commander can either counter anything, or draw you a lot of cards, or shuffle the opponents commander into the owners library. This card does nothing like that. It's simply overcosted and narrow, and especially with Exclude beeing available in Commander, this card is pointless in that format. 0.5/5

Actually, when I saw this art the first thing I thought of was the Time Spiral block counterspell that does the exact mirror of this:
Counter target spell. That spell's controller discards a card.
I mean-look at the art, and that flavor text? I think this should have used discard instead of draw, because this legit would f*kin scary to have cast at you.

I love these in limited. They're usually available at like pick 8 or 9, and they're great for the late game, when people are dying to run out their bombs. If you can establish board presence in the mid game, this will finish things off for you as you grab an extra card while denying them an impact creature. 3.5/5.
