Brood of ***roaches is nice in a deck heavy in sacrifice outlets and with a solid way to gain life the life lost to the recurring effect becomes very insignificant. Obviously it isn't a five star worthy chase rare or even a great four to five star worthy uncommon but because its usefulness in certain decks, rather casual decks, it desrves an average rating.

I don't know who has rated it so poorly that it sits as an one star card when it is clearly worthy of two and a half to three stars.

Very very flavorful.
The artwork on this card is really great; I miss these artwork, which were DRAWN, and not made with computer graphics. I'm not saying that modern artworks are bad, of course; I'm just saying that nowadays artworks are always very detailed, but sometimes these old simple drawings have more expressiveness than a very detailed artwork, due to their "at-first-glance-impression" effect.
Concerning the card, it is very particular and it's the perfect chump-blocker. As for the ability itself, I see combo with Nether Traitor (and some other combos involving it) and Field of Souls...

If you like Brood of Coc.kroaches, maybe you should check out Gleancrawler. It gives a similar ability to all of your creatures, but only on your turn. It's also an insect!

Situationally a very good card: If you play in a sacrifice deck with Endrek Sahr the ability to play it from your hand again and again make it better than reassembling skeleton because it generates two 1/1 tokens each time you play it rather than simply being able to be immediately sacrificed again. Not to mention, it comes into play untapped and ready to chump block.
