Good removal for Merfolk. Especially if you have a Vial going you can use all your mana for this upkeep while still playing Force of Wills and Vialing in creatures.

I play this thing in EDH, and there it's really awesome. Most EDH decks run multi-colored generals, and since it's also a multiplayer format, there are always good targets to steal. And that for just one lousy mana! Sure, in 1vs1 decks it's not that great, but in multiplayer and especially EDH it's a card I have in about each mono blue deck.

Works well against {R} and {G}, which are {}'s enemy colours. Just make sure you have a sacrifice outlet or a way to avoid (or possibly just pay) the cumulative upkeep, and you're golden. Stealing creatures for {U} (or {1}{U} if you plan on using it on your turn) is unheard of, even with the hefty drawback and narrow field of use.

aymanyayman: Yes, but that won't let you use it to target a different colored creature with it, since they have to be a valid target as the spell as cast. You could change the color text in order to make the attack creature invalid, so the aura dies, to recover your own creature, for instance.

I wouldn't actually call using three cards across multiple turns for spending 3RedBlue, giving your opponent a 1/3 artifact creature and still having to pay Cumulative Upkeep 1 each turn a "very cheap way" of emulating Control Magic.

Decent sideboard card, I guess. Threads of Disloyalty is probably a more useful card, but I could see an argument for this.
