It's like rollover mana. If you have some left over at the end of your turn, save it in this, and then you get it on your next turn. Without mana burn, it's not too bad.

Every other turn, play slightly less than twice as many things as you could normally... how is this good? If you have enough "rollover mana" for this to be useful then you should have enough mana to play anyhting in your hand, short of an X coster you're saving up for

With Voltaic Key, this can keep mana charged up for multiple turns if need be, at a premium of {2} per turn. Probably not worth it. Clock of Omens might be better for that purpose...even without shenanigans, though, this has its uses.

Doubling Season can double your mana investment. Also non-mana cost proliferate can add more counters.
