Come on, this card is high on the COOL factor. It's a flaming clown! The great downside is that by the time in the game you draw him, you want to be removing land cards off the top of the deck instead of non-land cards; if it was the other way around it would be very powerful along with a Goblin Spy or a similar effect. As it is, it's a decent card with an unique ability that with any creativity at all is much better than Flame Spirit.

No this can go very high with +2/0 per Red, but you are exiling non-land cards from your library. Better give him some protection and evasion/trample before gambling your library away.

Nice card, makes you think, and you can build nice decks around him.

Once you removed the lands from your library (there are enough ways to do that), he is quite strong. Pay a mere three mana, and he is 8/4 until end of turn. That should normally kill any player quite quickly. In case of doubt, add Mirror of Fate to your deck. And add fling.

Sure, he ain't a Tier 1 powerhouse, but I think most people don't even try think on how to make him work. Exiling cards is by default no problem. Once you stripped the lands from your library, it's basically impossible to mill yourself. You'd, before that happens, have easily killed any opponents.

Decent with stuff like Lantern of Insight, Orcish Spy or Goblin Spy (as others have pointed out already). Note that you can also use him to remove unwanted land cards from the top of your library (but you should do that after combat, for obvious reasons :) ).

A good card to have, but only if you know what the top card of your library will be. Otherwise I wouldn't recommend playing him, since he'll probably be 0/4 most of the time then or you'll waste tons of mana for very little benefit.

Can be tons of fun in the right deck though. 3/5.

This card gambles a lot. Roughly 2/3 of the time, however it works out. But now just having {R}, put the top card of your library into your graveyard, Chaos Harlequin gets +2/+0 would be considered balanced without the chance or the exiling. Of course, then Blue/Black mill decks would splash red for him, but still.

Bad card. Most decks have around 1/3 land (actually around 23-24 is best usually), so on average, you get nothing from 3 consecutive uses of the card and you've lost 3 cards from your deck. Permanent loss of cards from your library is a substantial cost in itself that should return a reliable bonus. The card would be much more balanced like this:

R, exile the top card of your library from the game: If the card is a land, -4/-0 until end of turn. If it is a non-land, +4/+0 until end of turn.

Alternately, you could make him a little more crazy like this:
Exile the top card of your library from the game: If it is a land, -1/-0 until end of turn. If it is a non-land, +1/+0 until end of turn.

the latter option allowing use limited only by the number of cards you're willing to exile. It should take approximately 30-40 cards removed from your library to reach him being a 20/4, which is pretty huge but at the same time super risky should your opponent respond to the last use with Terror or Terminate.
