why does this have the new card frame? I understand why the masters version does, but why this one?

@jsttu: Because this card was reprinted with the new frame for the Coldsnap Theme decks; these cards are collectively known as the Coldsnap Theme Deck Reprints. The Coldsnap Theme decks included some cards from Ice Age and Alliances and kept their original expansion symbols, but reprinted them on the new card frame (Ice Age's Brainstorm for example was reprinted like this.) The cards' rules text were also updated to use the most current wording on the time of reprint.
Also updated on the Coldsnap Theme reprints was the use of the different expansion symbol rarity colors. Remember that the rarity colors on the symbol was first used in the Exodus set; Ice Age and Alliances was long before that. However, no rare cards from Ice Age and Alliances were reprinted for the Coldsnap theme decks, only commons and uncommons.

Guess its not bad if you needed something to be in your library rather than your hand. Cheep way to draw 2 cards but then again, just shuffled one so...

This card is a staple for my Polymorph deck. The deck is blue-green, and when I get my progentus and/or my blightsteel colossus, I get to shuffle it back in for greater CASH FOR GOLD!

Quite underrated. It replaces the worst card in your hand and itself. I'm pretty sure there's some card for 2U that lets you draw two and then discard one; having this for one cheaper is better. You could run some color hosing cards or specific counters and just plan to toss them to this card if they aren't needed.
Remember, it's an instant that you would play near the end of your opponent's turn (usually), so the annoying "next turn's upkeep" isn't as big of a deal as usual.

It's not terrible, just generally inferior to several other cantrips out there. If you're not running some sort of Polymorph-style shenanigans, cards like Brainstorm and Impulse are going to offer you more card selection, immediately.
