It's indeed a nice spell in a deck that profits when your opponent draws cards, but in general i'd prefer Remand.

Yes, I'm aware card draw can give strong advantages, but still, this is so nicely splashable, and a slowtrip for you too.
Also, yes, the RKF art is brilliant.

Nobody mentioned that this is actually a 2 mana Ancestral Recall if you counter your own spell (preferably a bubble or some other cheap spell), which is a pretty crucial use of this card.
