He's a bit expensive for what he does, but he does it well. Between this and Gorilla Shaman, artifact combo decks were damn near impossible to play for a while.

He's indeed quite expensive, but at least one of the rather playable creatures of Homelands. Triple-red activation cost demands a preferably mono-red deck, though. Yet I don't exactly get why he has a double-red mana cost while Chandler has not. But one thing that might be notable for them - besides being complementary: They're common legends. Something you will most likely not see again for a long time. (I always thought they were Uncommon, but since the official Gatherer states otherwise i'm willing to believe this is correct.)
Aside from the enjoyable art of Joven himself, did you examine the rest of the art? Take a look at the sign in the background: "Snarg's House of Sins" Now consider that and look at his gaze and how he carelessly folds his arms. Can you be any more gangsta? I think not.

I almost died laughing when I finally got to this page after seeing all of the other Homelands cards and reading eveyone's comments about them. Someone should pay Wizards for creating this set! The whole set is so subtly stupid that it's hilarious.

@Mode Homelands only had commons and "uncommons" and back in the day those words could have multiple meanings as not all commons and uncommons were printed in equal amounts. When the gatherer lists this guy as common it might mean he was one of the more heavily printed "uncommons".

Concerning it being common: It's one of the C1 cards, printed once on the common sheet. There are also uncommon cards printed multiply on the uncommon sheet, while these show up in about the same numbers as the C1 cards, they are labeled uncommon. Finally, the U1 cards are designated rares.

So probability of C1 is 6*1/121 = 6/121 and U3 is 2*3/121 = 6/121. I've asked Wizards to change these commonalities to what they really are, but to no avail. So don't believe everything Gastherer tells you.
To recap this is from the common sheet, but only one was printed per sheet. Thus Gathere calls it common, though it's probability is same as what Gathere calls Homelands uncommon eg. card from the uncommon sheet that was printed three times on that sheet.
Homelands rare is card from uncommon sheet that was only printed once per sheet and the real commons were printed twice on the common sheet, but remember that there are two versions of them so they are C4:s.
