It's because all Homelands suck. People tend to rate cards without reading them. One commenter actually admitted that he gave Leaping Lizard low rating because it's from Homelands.
The more I look through this expansion the more I see that it's full of good cards. Only one spectacular, but more than dozen good cards.

I really wouldn't go as far as tavaritz - I've been seeing about 85% crap in Homelands, which is astounding - but yes, there are more playable cards than most people give Homelands credit for. If you took out the flying clause and made it blue I think that's what the current power level is for this kind of spell, so to have it off color for a small penalty is pretty good. And that's compared to today's costs, which for this kind of effect is going a bit lower nowadays, too! This compares fairly favorably to any other spell of this type except Apathy, which really is way better than any card of this type period and so seems like an outlier.

Even in blue, there are still NO CARDS that are strictly better than this. Claustrophobia? Requires two colored mana. Mystic Restraints? Ditto. Psychic Overload? They can discard two artifacts to untap. (I've done it!) Thirst? Upkeep cost. Sleeping Potion? It's an illusion.
