Hey, a 4 damage spell for 4 is still good - compare to Burst Lightning, which costs one more, Char and Staggershock, which cost one less but with drawbacks, or Flame Javelin, which requires 3 red. The reason this was never considered good was because damage was never the win condition in a blue control deck, which made this card pointless. However, it could easily find a place in a red/blue counter/burn deck.

Thrives most in multiplayer, where players will hold back on paying the life in order to not fall too far behind the group.

Achilleselbow, this card is just terrible, 4 damage to a player only for 4 is not that good. Lava Axe is terrible as well, and it's 5 damage for 5. Burst Lightning costs a bit more to kick but doesn't have to be kicked and hits creatures. Char deals 2 to you but hits creatures for less mana. Staggershock is... staggered, but hits creatures for less mana. Flame Javelin is more colour intensive but hits creatures for less mana. ALL of them are instant speed.

I like the fact that the errata preserves the 'bury' as "can't be regenerated." So I guess if I have Opalescence out, I can't Death Ward it? Seems like an awfully specific thing to worry about.
The other great blue burn spells are Electrolyze, Mind Bomb, and Psionic Blast, for reference.
This card is good alongside burn, no doubt about it. When your wincon isn't creatures, and theirs is, they aren't going to be happy to see this hit the field. One of Homelands better cards, along with Merchant Scroll, which might also deserve to be in a blue burn deck.

How does aether storm work with suspended creatures? They are still being cast just not from your hand so would it prevent them from being cast?

If you think Homelands isn't a good set, you don't truly understand the power held within it. Why else would they make Apocalypse Chime?
Because they knew that an all Homelands deck would be so strong, there needed to be a card you could carry at the ready to destroy the power of the Homelands.
