Awesome art by Kev Walker and yes I agree with Vedalken Arbiter this card is very Izzet, I really wish they would reprint this card, Prime Speaker Zegana must be very lonely being the only merfolk in this set. The whirlpool effect is great for bad draws and pumping her out on Turn 3 to get a better hand is so delicious that you dont even care if you keep a 3 land opening hand. The abusive second ability is what really makes this card shine. If your opponent has better cards than you (card advantage) you can always sac her to make him draw a new hand.

Oh, and it is playable without red. If you want the red consider double lands in "monoblue" to double the effect up without having to commit to two colors. Also really good in RGB due to Green's cheap card-advantage in drawing lands (Yavimaya Elder, Cultivate, Krosan Tusker, etc..)

Its second ability is Winds of Change. Psychosis Crawler and Niv-Mizzet, the Firemind tricks definitely make this card shine, converting what could potentially be a pointless exercise into damage. The fact that for you can do this twice on the same turn (once for just you, and once for all players) is also insane, especially in multiplayer games. This can also break up an opponent's combo, and flush their hand if you have been using Glasses of Urza or the like to see their hand, as well as help you toss out your trash hand in favor of something better.
