That is indeed a decent card. The mechanic is spot on, and the cost in all areas is quite nice. I wouldn't say broken--it's a 2/2 for 3, and 2 of those being different colors--but the regen cost is low, and given it's an older card, the first strike mechanic mixed with the regen is a nice package.
I feel like first strike and regen are a bit redundant, but this is pretty decent. Probably should get some extra points for being a Soldier, though it would be silly for a soldier deck to use green.

Very solid card, you get more than what you pay for. for regen, for first strike, and for a 2/2. Definitely playable even today after powercreep. A decent creature type seals the deal, although it probably won't be used.

The bow represents his First Strike. The awesome 'stache represents his regeneration, for a man with a fu-manchu can never truly be killed.

This guy makes for solid offense and defense. Having both first strike and regeneration makes him pretty hard to deal with on the field, not to mention direct damage. Plus the art is beautiful.

Other than hexproof creatures, he's possibly my favorite body for GW or Bant hexproof decks in casual. Honestly, probably even more than hexproof, just because I like my casual magic interactive.
Take your favorite Aura (Unflinching Courage, anyone?) and add cheap regeneration and first strike. Turn three Ranger, turn four Courage with regen mana up for a regenerating 4/4 with trample, lifelink, and first strike. And that's assuming your green deck somehow has no acceleration.
