Considering the art for both this and Tarpan both depict the creature as a horse, why didn't WotC just have their creature type be 'Horse' right from the start?

Wizards used to be pretty careless about creature types. A lot of old cards just have the card name as the creature type, making for some ridiculously specific 'types' such as "Summon Uncle Istvan".

Early Magic Templating Was Weird
Hipparion and Goblin Mutant worded the same drawback two different ways.
This would have ramifications in Ice Age-Unhinged games that later Oracle updaters did not anticipate.

It's funny how I thought of this card when I first saw Concordia Pegasus, probably because I started Magic around Revised/Ice Age. It's also funny how much it shows things have changed. They took an uncommon with a drawback, removed said drawback, gave it flying, and made it a common... so yeah.

That horse is all like "Die for you!? Oh HELL no. I'm high-tailing it out of here!" Sure it may be bad, but its sense of self-preservation is stronger than about 98% of the creatures you can summon in this game.
