okay now why do they give creatures that have only been printed once extra creature types

It doesn't matter whether it was printed once or not.
'Explorer' fits with creature type scout.
Its ability fits with creature type druid.
Wizards believed that it made a mistake for not giving a creature an appropriate creature type and wants to fix it.
