Card advantage/recovery, a decent-sized body afterwards, and a silly name to boot? I'll take it.

I do not see how this loops with anything. It is: A) a may ability B) to your hand, not into play.
Ultimatum does not let You untap mana, or return another creature that does that as well, so I would appreciate an explaination of this.
I think ppl have confused the word "Loop", with "lets me cast it next turn again"
As for Warp World, it has caused many loops in games I played.

While it certainly can be used to make a Warp World deck go infinite (seeing it first hand, another player in a 4 player FFA was playing a Warp World deck and was down to a low enough number of cards in deck and on the battlefield that he was getting all his permanents out each time - so he'd always hit Nuck, always get Warp World back, and would have enough mana to recast), I really can't see the Cruel Ultimatum 'infinite loop'. Sure, it can get Cruel Ultimatum back... once. Seems like it'd need a few other cards involved to create some sort of infinite loop.
As for the card itself - love it alongside Cackling Counterpart - for 3 mana, you get a 4/4 body at instant speed while using no cards (as you fish the Counterpart back out), plus you get a red sorcery back if you have one. Pretty groovy!

I think Dacen meant that you could return Cruel with Nucklavee and then use Cruel to Disentomb Nucklavee if it were to die. It's a slow, clunky loop, but still a loop which can be streamlined by some sort of sac outlet I guess.

Much less impressive and terrifying than the real world mythology deal.

Gives you a 4/4 creature and lets you pull 2 cards from the yard. Well worth the mana and should be very strong for kitchen table top games.
