It's arcane, so it can be spliced onto arcane. Which can be useful in some decks.

The only problem is has is that you want to play it as early as possible so you may not always have the mana to splice anything on to it.

Though after one casting you're set though I guess.

That's one spell that counters this, but there are 27 cards with Splice onto Arcane. Strictly better.

It's strictly better than cultivate. Hisoka's Defiance is completely unused and one obscure card doesn't break the strictly better definition (otherwise hundreds of cards wouldn't count because of Mindslaver like lightning bolt vs shock)
