This is the boss card in casual UB discard decks. Throw down some hand control things like Vise and Rack, and something that triggers when they discard. But then make them draw cards, don't make them discard. What happens then is that they are dealt damage from having x cards in hand, and they'll probably have more than 7, so then they discard, being dealt damage. And, they get milled x for having x cards in hand.

Quit acting like the Eldrazi will shut down every mill deck ever. If you are running mill then you damn well better be running ways to exile graveyards.

Well, the card is interesting, but IMHO it's quite difficult to play.
If you are playing dredge and you are interested in milling yourself there are better option, and putting a creature into play means renimating some bad beasts from the graveyard, not cards like this; if you want to mill opponent only you need something to avoid its effect in your turn...
