Context-specific, but it seems like it'd be fun in-block. The cost may be a little high, given you're sacrificing your mana base..maybe reduce it to {1} just to see how it works.

Combine with Crucible of Worlds for immunity against creature-based decks.

a worth while card to add to almost any EDH deck. A lot of them are starting to run with all snow covered lands as their basic lands.

fun to run as a 1-of in turbo-fog decks...

Ouch. This must have been THE card that justified all those ludicrous anti-snow-land cards...
Also funny that the flavor text describes artifacts as dangerous, but this is one of the few that doesn't damage anyone or anything, lol.

Crucible of Worlds, hate to link such a broken card from Mirrodin, but there you go.

Oh my goodness. Since you can easily choose to run all snow lands, this card essentially reads 2, sac a land: Fog. That's insane! Instead of running 16+ Fog cards in your Turbofog deck, you just have to run 3 of these! If this was printed today, every aggro / midrange deck would need 4+ artifact destruction just because of this card, no exception.
