not that this is a bad card or ability, but its low score is just the fact that there will not be that many legend cards in play during a game.

MeCobweb, let me introduce you to this new format, that is really on old format, it is called Elder Dragon Highlander, or EDH for short, it is really fun, and if you also play leyline of singularity, making all cards legends, you basicly say, I will take one of these and one of these and 2 of these

This is wonderful in EDH. I like the Leyline of singularity interaction mentioned above as well. If your playgroup is into EDH or runs a slew of legends then this is a pretty good card.

Indeed quite fun to play with Leyline of Singularity. (I advise using the Auto-Card tag btw, it just makes things easier) Unfortunately it's still only a tiny 1/3 body for five mana - the creature by itself is a rather bad one, even in EDH.

Planeswalkers are not legendary permanents without something like Leyline of Singularity. They have no supertypes such as "legendary" "basic" or "World". Look at any Planeswalker card.

One of the older creatures that was given three toughness to prevent it dieing too easily to burn. This card would cost less if printed today because it dies to virtually all removal available. It's a vicious circle of "removal is too good, let's make the creatures stronger. Oh wait, now the creatures are too strong. Better print stronger removal!" (Looking at you, Path to Exile)

Planeswalkers are not legendary at all. The reason you think this is because you can't have two with the same name (subtext) in play, much like legends. However, they are killed by the planeswalker rule, something entirely different.
Playing this in your EDH makes you lose all of your friends very quickly.

This card is a powerhouse in EDH. More people play legendary permanents in EDH than probably any other format. And that's not counting their generals!
I play this in a Merfolk EDH deck. I do have the common decency not to steal people's generals unless it actually serves a strategic purpose (like, keeping me alive lol). I don't do it just for the heck of it. I will, however, steal lands, enchantments, or any creatures as often as I can. I especially used to love, before it got banned in EDH, stealing people's emrakul, swinging at them with it, then sac'ing it to Altar of Dementia :-) Taught my play group not to drop that guy anymore.

Synergises well with Crab Umbra, as she is a target one would like to protect and she has an ability one would like to be able to re-use, again and again, especially with Leyline of Singularity, as mentioned.

Works well in an ambush tactic with Lightning Greaves or Swiftfoot Boots or even Vedalken Orrery. The ultimate answer to Dark Depths or Emrakul etc. I own DD and Emrakul, so am nervous around one of my casual opponents who owns Galina... "Above the waves you may be mighty indeed, but down here you will go well on my seafood platter"

As an EDH general, this is as evil as Tsabo Tavoc. In fact, even worse.
Mono-coloured generals are great when they're a good card themselves, because getting mana and colours for one colour is... well, very easy.
The added fact that it isn't too expensive (5 cmc general is really average), and the fact that it's effect doesn't end when she dies is just gravy.
"Oh, you've got Animar with 5 +1/+1 counters? How interesting..." "Well well well, Kaalia has hit the table? It'd be a shame if she didn't hit me." "You just played Avacyn? Wow! That's a lot of mana. I hope nothing happens to her..."

Would be a funny general. This plus haste equipment and your opponents will never drop there generals again :P
I usually end up using her for Cold War-esque shenanigans in EDH. Leaving her untapped with {U}{U} is almost as scary as your typical U Counterspell threat when the opponent gearing to attack you has his own precious general in play...
