Well, Bommerang is FAR better than this. Although it has better artwork.

Why is Barrin an old greybeard in Urza block but looks thirty years younger here? Seems so natural. No one can tell. Just For Men gel.

Strictly worse than Into the Roil. On two counts. If anyone tells me that it isn't because this is better when facing Redirect et al I'm going to be pretty irritated.
I like the art, though.

This is probably the best card of it's type, IF you are maximizing it-- and since all cards suffer the same weakness of 'sucks in the wrong deck' (EVEN Black Lotus- useless in Manaless Ichorid!), then I don't actually consider any drawback a 'true' drawback until you can prove there are no ways to play around it.
Here's how to play around Barrin's Unmaking when putting it in your deck: Make a deck with no colored permanents. Lo and behold! This card is BLUE, the best color for a low-permanent deck :)
When you target your opponent, even if they are playing a two-colored deck, you should still be able to turn this into a splashable Boomerang. Use in UW or UB control. It's not strictly better than Boomerang, but it's nearly as good, and strictly more Vorthos for mentioning a major character's name. :)
I give it 4 stars because when it's at it's best, it's really great, but it does need more thought put into it than Boomerang.
Final note: get a color-changing effect to target a LAND, and this suddenly looks much, much more powerful than Into the Roil!

Unfortuantely, can neither hit lands nor artifacts, making it inferior to quite a lot of spells.
Flavorful though. The Coalition used a massive variety of colors, while Phyrexia just used the one, so a spell that's uber effective against them while not overly effective against the Dominarans is somewhat fitting. I guess.

By 'combos' I mean becomes a slightly worse boomerang effect with slightly less color restrictivity.
So yeah...
