I don't think it's obsolete. It does have an advantage over Painter's Servant in some situations, namely that the permanents don't keep their original colours.

Shifting Sky + Autumn's Veil + Panoptic Mirror and select blue = Protection from Black and Blue. Just select blue or black and your pretty much set <3?

This with Dream Tides. Choose green and it immobilizes any creature deck. Add in some of your own creatures with vigilance and some of blues tap/untap effects (eg Sleep and your creatures will have a field day.

Harder to remove than an artifact creature? Definitely. This is really ridiculous. It translates pro-colour into unblockable and part indestructible. It makes colour-hate way more fun.
I don't think that using it with Llawan, Cephalid Empress (completely) shuts down creatures, as Llawan, Cephalid Empress only prevents the playing of blue creatures, but the Shifting Sky doesn't change the color until it becomes a permanent. while a creature is being played & is on the stack, it is still its original colors (barring other alteration).

Does this card remove colors already assigned to cards? It doesn't say that it does, it doesn't say it replaces them or makes them x color instead of their current colors. It just says that they are now x color. Is that in addition to their current color? DCI ruling please...

Wow, I'm amazed I haven't seen this before. This enables a lot of the combos I'd like to use with Painter's Servant, except with legality in Commander. Obviously its not as good (hence the Painter being banned and not this) but its still a good Johnny card.
