Seems pretty under-powered, especially for its cost. I'd prefer paralyze or even torture to this one.

Here's this card should have been:
{B}{B} Enchantment (not enchant creature)
{B}{B}{B}{B}: put a -1/-1 counter on target creature.
This way you have a reliable and recurring, yet aggressive method of killing those creatures out of reach of terrors or dark banishings.
As it is, you will just stop your opponent from attacking with that creature. They can still block, which can be a big pain if you're trying to sneak your hypnotic specter around a pro-black flier.
Also -0/-2 counters are stupid and make calculating power and toughness needlessly complex.

Sure, it's not great. On the other hand, it's different, and requires a different assortment of counters that ordinary removal. Sometimes, all you need is for your opponent to not attack anyways, AND this is far less likely to be targeted by naturalize than say paralyze
