Also, being a creature of the 'Goblin' subtype allows him to untap for FREE during his controller's untap step.

I have this very version of this card. I store my cards alphabetically by color, with the rares, timeshifts and mythic rares stored separately in card sleeves.
I was looking through my reds for a good card to add to my burn deck after realizing that I accidentally managed to have 5 of a card in it, and I realized that I actually managed to file this as if it weren't rare. I just thought it was amusing because this is the lamest rare ever. Even stuff like One With Nothing and Mudhole get a pass because they have unusual effects that make you think about ways to use them. But this... This is just sad.
At first I thought "maybe this is a rare because at the time this was the biggest goblin." But no. Enslaved Scout was the same thing with an added ability. In Alliances. As a common. I understand that this card is older than Alliances, but it wasn't a rare until three years after.

I bought some bulk rares on ebay a while ago to split with my friends, and I got this douche. Most disappointing rare of my life, but I have to give the hero props for creating a running joke with my friends :)

I bought the starter set when I was first starting magic and got this card. I remember thinking that because it was a rare, I should use it, even though I didn't understand why it was good, it MUST be good because it was a rare.
