A less confusing way of reading it might be: "If you control two or less lands, Copperline Gorge enters the battlefield untapped. Otherwise, it comes into play tapped." An even easier way to read it would be: "This land is useful on your first three turns, then not so much." I like the second one because it's the clearest. To compare it to the cla-ssic dual lands actually makes sense considering many games are won and lost by what occurs during the first few turns.

It's true that this is best dropped before turn four. But it's still a great card. I'd rather have the dual ability than run with a bunch of basics. Besides, the best way to ensure it's in your hand on turn one is to run a whole playset. Add a set of Rootbound Crag and you have a VERY flexible mana pool for a red/green deck.

Funny thing with Extended; If you run the borderposts from Alara Reborn, you can easily drop this untapped after turn 3 without losing tempo to it.
Otherwise I prefer Rootbound Crag because it's just a better land.
