This is a pretty bad pump. It's a glorified Giant Growth costing 2 mana more. Sure it does grant you flying, so your creature has a chance to go through for some damage, but it's a sorcery so surprising your opponent and potentially taking out a bigger creature is out of the window.
Play Giant Growth and it's kin if you need a good pump, try something like Distortion Strike if you care about your creatures going through unblocked. And if you really want to spend 3 mana in white just play another creature.

@Infini- Giant Growth isn't really a pump spell. It's a combat trick because, it's an instant and costs . This is a sorcery that costs , it can't be used to turn the tides of combat. Also, Distortion Strike is in blue, the color of evasion. While this is a really bad spell, you shouldn't compare it to cards from other colors, that's just unfair because white does not fill the role that either green or blue does. Each color has unique advantages and disadvantages.

1. It's Portal! There -weren't- any instants to fool around with, and only cards like Mystic Denial and Extinguish could've touched this. I imagine that this was pretty darned strong for the time.
2. Say we lived in a non-Portal world. This still turns your mana dorks into 4/4 fliers, forcing your opponent to think about, "Geez, do I want the 2-for-1 or is his other threat on the board still just going to murder me?"
3.5 in the weird land known as Portal, 2.5 as a card I think would be reasonable to see again for a draft format one of these days.
