Yes, it is hard to understand the flavor of this card but if you pay attention to the flavor text it explains it.
Basicly the cards you are drawing are flavor wise your opponents arrows that you have collected, that would explain why you are drawing cards equal to the creatures that are taped (they would have shot their arrows).

Should let you draw 100,000 cards, it'd be hillarious (and people could use cards that replace draw effects to break it) Still, combo with something like Sleep and it doesn't seem bad at all.
Shady-tradesman: It's a story from Romance of the Three Kingdoms about getting enough arrows to fight a battle. Kongming and Lu Su made warriors out of straw, floated them on boats past the main enemy camp, and then retrieved the strawmen and collected the arrows.

This was probably one of my favourite scenes out of John Woo's Red Cliff. Avoid the edited Western edition (seen on Netflix) and pick up the international edition if you can.
