According to the flavor text of Ambush Party, he's supposed to be a bandit king. (Or is that the Bandit King?) Which means this guy had to wait for the Fifth Edition reprint of a terrible Homelands card before anyone had a clue who he was supposed to be. That's all kinds of sad, right there.

Actually its worse then that. If you look at the story line, there appears to be two separate Tor Waukis who lived over 1000 years apart.

If you're searching for powerful cards in this set you must take a look at the non-creature cards, such as Nether Void, Mana Drain, The Tabernacle at Pendrell Vale, Land Tax, Chain Lightning, Moat, The Abyss, Reset or others.
