How does this work with Pestilence? Sure, you'd be able to regenerate Spiny Starfish, but the next time you activated Pestilence, you'd kill the Starfish token you just worked so hard to create. Remember, Spiny doesn't regenerate until after it has taken lethal damage, so stacking the abilities in the hopes that the tokens won't come into play until all the damage has resolved doesn't work.

I put this in my milling deck because it is an extremely effective wall, and it can shut down the opponent's assault whilst I mill them.

Well, it would work with the Pestilence for one turn. The tokens aren't created until the end of the turn, so if you paid {B}{B}{B}{B}{U}{U}{U}{U}, you could get 4 tokens at the end of that turn... and you couldn't activate Pestilence ever again, or you'd kill them all...

Back during Alliances, there was a combo with this (just two cards) that could make several starfish a turn. I really wish I could remember it >.> It wasn't broken or anything, and I'm pretty sure it couldn't go infinite, but it wast still a fun combo.

so you don't need to kill it, just regenerate it 5 times and get five tokens
Not that there are many of them in the first place, but this is probably blue's most annoying chump blocker card. (The other one got printed in the next set as a rare.)
"Alright, i'll block your fattie and regenerate for . Oh yeah, and i also get another Starfish next turn - you know, just in case you were thinking of attacking with that second fattie there you've just casted."
Well, that's of course assuming your opponent's fatties don't have evasion or trample. And keep diving to the ground of the ocean when they attempt to attack you.
Still, this card would make an awesome reprint. Or an almost-functional reprint, since the trigger is a bit quirky (in case they want to put it in a Core Set).

This card is amusing and fun, but not particularly powerful. Sure, you could find ways to use the tokens, but you also have to find a way to kill it repeatedly to create them, and at that point you'd be better off using some other source of tokens. And while blue has few options for token-generators, it also has fewer ways of using them than most colors...

The only thing that makes me sad is that it doesn't put down copies. That would have been so funny...still excellent though. Stitcher's Apprentice upgrades your starfish tokens, and any number of sacrifice effects make good use of them. Now if only there was an easy way to give it "Sacrifice a creature: Regenerate this creature"...
