I think Wizards should try making a special deck for halloween. I'm thinking kinda like the upcoming "Premium Deck Series: Slivers". They should try making a reanimation deck for halloween and include All Hallow's Eve in it. That would be something special.

This and Living Death work so well with each other! Play Living Death before All Hallows resolves and you'll get both all your creatures you had to put into your graveyard AND all the creatures already in the graveyard.

Unfortunately your translation is incorrect. If it had suspend, then you would have to counter it when it resolves (when the last suspend counter is removed from it. This spell has to be countered as it is cast and then immediately the effect occurs when the last scream counter is removed from it. Although the difference is small, it makes a big difference. If they don't counter the spell as it is cast initially, there is no stopping it.
