Does it check on resolution?
What happens if my opponent has 4 cards in hand, and I activate this for 4, and this ability goes on the stack. My opponent responds with an instant, and by the time the Table's ability resolves, X=4 but my opponent has 3 cards in hand.

@JovianHomarid You pay X as part of the cost of the ability. It goes on the stack. Your opponent casts an instant, it resolves, then Bargaining Table resolves. Bargaining table's ability says "Draw a card. X is the number of cards in an opponent's hand." You draw a card. The game looks at the second sentence of the ability and shrugs, as the second sentence defines something in the cost, but to the game, since the cost was paid, nothing else about the cost matters.

Effective in discard decks. Your opponent is topdecking by turn 5 and your discard is dead in your hand? Oh well, just draw double cards to make up for it. They decide to try and hoard cards to stem the card advantage? Play your discard!
Also good following Rosheen Meanderer turn 4 for reliable draws in a variety of situations.
