i prefer Chittering Rats :)
Would be an awesome card for U only, though.

What happens if I cast this spell twice in the same turn? Does it stack and they skip their next two draw steps?

Yes it can stack in the same way that Chronosavant can.

The only way I can see this being useful would be if you had out Howling Mine or Font of Mythos because then you are giving yourself a much better card advantage than 1.
(or at least I think they would draw 0 instead of 2+)

Would be quite a broken instant with the Stick. Alas, it's a sorcery.

Use the Panoptic Mirror then.

There's blue control and there's blue 'being a dick'

This is the latter

I want 4. Then I can play in a multi-player game with 4 other people and be an *** to each in turn.

I wish they'd start crediting me for the flavour text quotes.

Despite the low rating of the card, I was excited with the idea of cheaply depriving my friends of their drawing rights, so i put 3 of them on an MUC. What happened was, whenever I really needed some bouncing or a counter, i drawed Fatigue, and it usually ended up allowing an extra creature or burn for the opponent. It's only fun, and hardly useful, in mid to late game, when you already have the opponent under your rules, so it's kind of pointless. 2/5

Isochron Sceptre.

That's just unfair, and since it's blue, and blue has a million ways go get artifacts easily, you'll be seeing this card EVERY TURN. And I thought Black was supposed to be evil...

Yes I realize that your comment is 3 years old, but yes they will skip their next draw step, then if you target them again with another one, they will skip their next draw step (which would be 2 turns away now)

The next refers to the next one they would have, which would be an extra turn away.

Similar to Stonehorn Dignitary, the skipping of steps is cumulative.
